Auditory information must have an associated text transcript. This can be accomplished either by captioning (synchronus with the content), or by providing a seperate piece of text (written transcript). Synchronus captioning is always preferred, and can be achieved with Apple's QuickTime or Microsoft's SAMI (Synchronized Accessible Media Interchange). SMIL (Synchronized Multimedia Integration Language) is a mark-up language very similar to HTML allowing for great control of multimedia objects. Both SAMI and SMIL allow independant editing of audio, video and captioning.
For simple sounds, place a very noticeable text element on the page indicating a sound is playing and what its function is.
Visual content should have linked auditory description for people who are blind. This narration of the key visual elements (actions, setting, displayed text, body language) should not get in the way of the existing soundtrack. If this is a long media clip or a movie, it is best to synchronize the audio description with the video.
This demonstration will only run on Microsoft Internet Explorer, due to an ActiveX control.

(2.29MB) Instructions are on the download page.Text equivalents can be used to increase accessibility for both people with hearing and visual disabilities. Collated transcripts include spoken dialogue and all other significant sounds of a media clip. They also make a nice index for any user.
Remember that not every browser will have the technology built in to play your latest video production. Make any required plug-ins easy to find by providing a direct link to a download site and clear installation instructions. If the control interface for that plug-in is not accessible an alternative must be provided.
